substitute chair for Jim Stratton, brought the meeting to order at 10:10am
and requested that everyone introduce themselves. Fall minutes were
reviewed, Book motioned to adopt, Winona Victery seconded the motion, and
all were in favor. Jerry Last reminded the committee that minutes are
posted on the web and to inform the TSR&TP Director's Office of any other
changes.
Anticipatory Research was discussed next. Book stated that CalFed is now an official state agency. Richard Bode mentioned ARB currently has a RFP for a four year study on the health effects of ultra-fine particles for 1.5 million. Syed Ali shared Prop 50, if approved by voters in November 2002, will provide some funding to SWRCB for pass through grants on water quality projects. Last offered the programs help for setting up a formal review process for both RFPs at no charge. Marion Miller asked for help in keeping UCD’s indirect cost on grants from increasing to 48% from the current 10%. Last discussed the NIH proposal on bioterriosm at UC that hopefully will translate into a stage 4 biocontainment active research facility. Victery announced a RFP through EPA on development of watershed classification systems for diagnosis of biological impairment in watersheds and their receiving water bodies. She will forward the specific announcement to Jerry or Mika for further questions. Thomas Harmon talked about opportunities for collaboration with the citrus program at UCD and UCR as well as the new NSF Center for Embedded Networked Sensing (CENS) at UCLA. A discussion ensued on the future and integration of sensory technology. The committee continued to discuss opportunities for new research despite current budgetary constraints.
The next topic discussed was how UC can better assist with state, public interest, and private industry needs. Victery felt for scientist to impact policy they need the best scientific conclusions in a distinct message that is translatable to the problem at hand. Bruce LaBelle agreed most scientists are not good at presenting their research to the non-technical public and policy makers. Book concurred that we need to work on risk communication. The committee further discussed risk communication and bridging the gap between science and policy.
Book introduced the guest speaker, Professor Jay Lund, from UC Davis. Lund gave a presentation on “Strategies for Water Reuse Research for California”. The committee broke for lunch at 12:00 p.m.
The committee reconvened at 12:32 p.m. Last gave the report from the Director’s Office and the UCOP update. He discussed the 2002-2003 Team Research Grant that will foster collaboration and extramural funding for interdisciplinary research. Also that the grant program has converted to complete online submission. Last explained the 10% budget cut for this year will be absorbed by the Director’s Office but a contingency plan would be discussed at the next Executive Committee Meeting to handle any future budget cuts. He invited everyone to attend the 16th Annual Research Symposium on April 25-26, 2003 at the Oakland Marriott in Oakland, CA. Harmon stated UC Merced is due to open Fall 2004.
The committee decided to hold the next meeting at the same location in March or early April. The committee is to email the Director’s Office with any suggestions for presenters at the next meeting. Bill Vance suggested contacting Cynthia Praul, Asst. Exec. Officer at the California Energy Commission to see if someone could make a presentation on the Assembly Bill 2076 (statutes of 2000) reports on how California can reduce its dependence on fossil fuels and deal with our future energy needs. Fuel consumption is related to population growth and driving habits.
Book motioned to adjourn, Harmon seconded. The meeting adjourned at 12:49 p.m.
